Orientation, Monitoring and Development Council (COSD)

The Orientation, Monitoring and Development Council (COSD) also called the Board of Directors (CA) has the mission of: 

  • establish the broad general orientations of the University;
  • ensure the proper functioning and development of the University;
  • examine and approve the University development project presented by its President;
  • review and approve the budget prepared by the President of the University;
  • approve the budget and annual accounts of the University;
  • approve the status of the University's teaching and research staff as well as that of administrative and technical staff, national and foreign;
  • appoint ad-hoc committees, in particular a remuneration committee to rule on the salary of the Chairman;
  • ensure the execution of the budget and instruct the Administrative and Financial Director (treasurer of the foundation) or his temporary representative to co-sign, with the President of the UEMF, the titles of payment of expenses and any other financial document of the University;
  • study and propose to the General Assembly the allocation of results;
  • approve the creation of institutes, units and teaching and/or research centers and determine their vocation;
  • decide on the creation of subsidiary establishments of the University;
  • establish internal regulations relating to its own operation.

 

Composition of the COSD

The COSD is made up of at least 8 members appointed by decision of the Ordinary General Assembly under the conditions provided for by its Internal Regulations. It is chaired by the Chancellor.

 

Three COSD seats are automatically and permanently allocated:

  • to the representative of the ministerial department in charge of Higher Education, Scientific Research and Executive Training;
  • to the ministerial department in charge of Foreign Affairs and Cooperation;
  • to the ministerial department in charge of the Economy and Finance.
